The ancient farm Misère, located between Arsdorf and the pont Misère, in the area of the lake of Upper-Sure, was bought by the Luxembourg State on January 9, 1992 for availability of the Federation des Eclaireurs et Eclaireuses du Luxembourg (FNEL).

There indeed, the FNEL was since years in the search of a trainee center in the Ardennes to be able to organize the training courses of their leaders. Its request was accomodated favorably by the President of the Government Jacques Santer. After negotiations with various members of the Government, a contract was signed between the Amicale des Anciens Guides et Scouts Luxembourgeois a.s.b.l. (AAGSL) represented by Michel Wurth and Carlo Schockweiler on the one hand and the State represented by Mrs. Mady Delvaux-Stehres, Secretary of State to Youth, and Mr. Jean-Claude Juncker, Minister for Finance, on the other hand.

This contract granted to the AAGSL the right of surface on the site in question as well as the property of the buildings of the farm and the dependences.

In accordance with article 7 of the contract concluded with the State, the AGGSL constituted on December 2, 1993 a public utility company called Fondation FNEL, to which it brought the right of surface and the property of the buildings as mentioned foregoing. The aforementioned establishment was approved by decree Grand-Ducal of December 11, 1993.

The house was inhabited until the moment when the FNEL entered in posession.

The project was carried out into different phases:

1. In a first phase the dwelling house was renovated.
2. In a second phase the barn and the cattle sheds were restored and transformed. The outer jacket of the building was stabilized, the principal flagstone as well as the roof were replaced. The sanitary facilities of the house are operational.
3. The third phase consisted in restructuring the hangar and of construction the dormitories as well as the installation of the neighbourhoods, the camp and the garden

All this work were carried out under the monitoring of a specialized architect charged by the Foundation, as well as various offices of engineers.
